Подготовка проектов межевания территории является обязанностью застройщика при планировании строительства или органов местной власти при разделе застроенной территории. Основное их назначение – оптимальное разделение территории между объектами капитального строительства с целью обеспечения всех сопутствующих их назначению функциональных процессов. Проект межевания является основой для последующего формирования земельных участков и передачи их собственнику. Целью исследования является выявление основных подходов к межеванию жилых элементов планировочной структуры как в отечественной практике, так и за рубежом. В рамках исследования предложена классификация основных типов межевания территории. Проведено сопоставление отечественной и зарубежной практики. Определено состояние вопроса в отечественной практике. Выявлено, что межевание является инструментом решения многих городских проблем и ведения градостроительной политики. Это позволяет наметить дальнейший порядок действий по развитию теоретических основ межевания территорий.
Preparation of land surveying projects is the responsibility of the developer during the planning construction stage or local authorities during a built-up area zoning. Their main purpose is the optimal zoning of the territory between the objects of capital construction in order to ensure all the functional processes accompanying their purpose. The surveying project is the basis for the subsequent formation of land plots and their transfer to the owner. The purpose of the study is to identify the main approaches to surveying residential elements of the planning structure both in domestic practice and abroad. Within the framework of the study, the classification of the main types of land surveying is proposed. A comparison of domestic and foreign practice is carried out. The state of the issue in domestic practice is determined. It is revealed that surveying is a tool for solving many urban problems and conducting urban planning policy. This allows us to outline a further series of actions for the development of the theoretical foundations of land surveying.
