Отличительными особенностями современного этапа урбанизации являются образование крупных урбанизированных регионов и комплексное управление процессами городского и пригородного развития. Урбанизированные регионы отличаются от других территорий двумя важными аспектами. Во-первых, здесь высокая плотность населения и интенсивная разнообразная экономическая деятельность. Во-вторых, урбанизация пригородных территорий происходит стремительными темпами. Эти два аспекта, связанные с плотностью населения и увеличением застроенных территорий мегаполисов, требуют неотложного решения экологических проблем и вопросов природоохранного планирования. Статья посвящена анализу стратегического планирования крупнейших европейских мегаполисов: региона Иль-де-Франс, Большого Лондона и столичного региона Берлин-Бранденбург. Проведена оценка экологических приоритетов в составе Лондонского плана, Генеральной схемы региона Иль-де-Франс, Концепции градостроительного развития Берлина и совместных программ земель Берлин и Бранденбург. Выявлено, что экологические требования к составу градостроительных документов и обязательная экологическая оценка проектов программ и схем находят свое отражение в стратегических документах и в системе индикативных показателей.
The formation of large urbanized regions and integrated management of urban and suburban development processes are distinctive feature of current stage of urbanization. First it contains a high human density with intense diverse economic activities. Second, outward urbanization from a city is widespread and often rapid, which, especially in the case of sprawl. These two issues of human density and urban expansion highlight an environment and conservation-planning problems for urban regions and society. The paper deals with the strategic planning of the largest European megacities: the Ile-de-France region, Greater London and the Berlin-Brandenburg metropolitan region. The assessment of environmental priorities as part of the London Plan, the General Scheme of the Ile-de-France region, the Concept of Urban Development of Berlin and the joint programs of the Berlin and Brandenburg lands was carried out. It is revealed that the environmental requirements for the contents of urban planning documents as well as the mandatory environmental assessment of draft programs and schemes are reflected in strategic documents and in the system of indicative parameters.
